2025 Prospective Board of Director Bios
Treasurer Position

Bonnie Herring
My name is Bonnie Herring, and I have had the honor and privilege of serving as your Treasurer for the past several years. My husband Bruce and I are long time members having purchased our first membership from the developer in the mid-80’s. As we have always wanted to spend more time at ICR, we purchased a second membership a number of years ago and are so glad we did! We love camping and continue to enjoy coming to our “home away from home” as often as possible.
As Treasurer, my initial goals were to give the members the ability to see how our money is spent and bring fiscal stability back to ICR. I had attended many meetings prior to joining the Board and would often become frustrated as financial information was never presented, and when asked to review the overall financial status, was denied. I had many questions and very few answers. I was always taught if you want to make a change, get involved, so I did.
Some of the changes implemented were accomplished through giving a more comprehensive Treasurer’s report at meetings, distributing the financial report to those present, and posting our financial report in the store on the bulletin board for all members to review. Over time, members asked that additional information be included such as noting the actual number of active and inactive deeds, which was done. I have also been available to answer questions from members regarding our financial operations. With regards to my Treasurer’s duties, I am watchful of the income being generated, the expenses incurred and review all transactions within our accounting system for accuracy, approval, and budgetary impacts. I also review the banking accounts that we have to ensure that we are gaining competitive and higher interest rates on as much of our funds as possible, while maintaining them in FDIC institutions. One of the other initial incentives I presented to the Board during my first budget development was placing funds in a reserve account so that we could begin saving now for larger expenses that will take place in the years to come. This started small but has grown a little each year with the support of the Board. While this doesn’t present immediate help with today’s projects, it will in the years to come. Remember, we are a campground property that was developed in the 1970’s and our infrastructure has aged.
We were truly fortunate to keep dues at a minimum for many years and we all enjoyed that comfort. This past term brought several challenges to ICR that the Board continues to review and address. While each one of these challenges are important, they cannot be fixed overnight and must be prioritized. Our STP (sewer treatment plant) replacement will be one of the largest expenses that ICR will face. To ease the burden of this expense, an assessment was adopted so that we can save money over the next few years to ease the larger impact of any additional costs that we may have to cover. As a large amount of this year’s assessment was collected by October, these funds were placed in a CD so that higher yield interest could be realized to add to our efforts. Yes, the dues increased, but as we see in our other daily living expenses, that impact is being felt on all fronts. The operating budget that is developed for any organization to run as effectively and efficiently as possible must be based on realistic budgeting.
If re-elected, I will remain a highly active member of the Board and listen to our members’ concerns and suggestions with an open mind, continue to review the operations of ICR and make recommendations, and continue to bring suggestions for continued betterments while saving on costs. As I have told others, being a long-time member I saw the beauty of our park at its early age, it’s struggles when times were tough and maintenance was not performed, and, over the past few years, the betterments and resurgence of the excitement of being a member of such a great place. I would be honored to continue to serve as your Treasurer to keep this positive growth moving forward and continue the resolution towards some of our larger maintenance projects. I humbly ask for your continued confidence by casting your vote so that I may continue to serve ICR and you, our members. Thank you and I look forward to seeing you at The Cove soon. Happy Camping!

Board Member Position (2 Positions Available)

Jeffery (Jeff) Miller
Virginia native and Virginia Beach resident for over 31 years. RV Camping for over 7 years. Married to my beautiful wife Karen Miller for 24 years. I have two grown children and three grand-children. Retired Navy Chief Machinist Mate with experience in several engineering systems. Currently employed with Noblis MSD as a Naval Engineer for the LPD and LSD class ships. My education consists of a bachelor’s degree in Project Management from Strayer University. We have two memberships and have been a member for seven years. We spend a significant amount of time at “The Cove” and love to see people enjoying all the offerings that “The Cove” has to offer. We have met many new friends and have encouraged others to join as well.

After some careful thought and some consideration from a number of members, I have decided to run for my third term on the Board of Directors. Over my past two terms, I have been exposed to nearly everything that our private campground would have to endure. In order to remain a successful business and campground we have to remain fiscally healthy and make smart decisions on how to allocate funds. Our Resort is aging, and as such, it takes a unique approach on how to budget from year to year as well as prioritizing projects as to not significantly impact all that enjoy camping here. I am committed to working with everyone to ensure the love and joy that “The Cove” provides us all is well maintained and operated.

Greetings to all Cove members.
I am Bill Placek and I am requesting your consideration to allow me to represent you on The Cove Board of Directors.
During my time here at The Cove, I have had a great opportunity to meet many members from different places and with different experiences. This has allowed me to get a good feel for what many members’ expectations and ideas are for the betterment of The Cove. My goal during my term on the Board will be to help to continue to create positive forward momentum in the improvement of not only the physical property, to bring clarity of processes and goals, and to improve on the clarity and dissemination of the current issues, as well as future plans for the Cove.
Let me tell you a little bit about myself for those whom I have yet to meet.
I grew up locally in Norfolk. My wife, Joy and I have two dogs and have been part of The Cove for the last four years. I have been very involved in Scouting for most of my life, starting as a boy, and continuing on to earn the rank of Eagle Scout. From there I went on to become an active member of the district committee in Four Rivers District, Maryland. I went to college in Georgia and moved out to California, where I joined the US Navy. I retired in May of 2023, after serving honorably for 24 years.
During my service in the Navy, I have worn many hats over the years. I have managed everything from being a trainer for Security and Force Protection processes and measures and an assessor for installations across the country, to being a Ship Superintendent. This encompassed the process, planning and execution of US Navy Ship overhauls and maintenance to include scheduling, time management, and system readiness to allow for vessels under my responsibility to be ready for daily operations and deployment readiness.
While stationed at the Naval Academy in Annapolis, MD, I was a member of the Board of Governors of the Fleet Reserve Association Post 24. Being on that Board involved helping to institute upgrades to the property, management of budget and process improvements for planning, implementation and program evaluation for the Association; including events, upkeep, and daily operation that keeps the Fleet club one of the shining stars in the Fleet Reserve Association’s national view.
Currently, I am a government contractor, developing, organizing and conducting training and educational programs for Naval Officers.
As a previous Board member and the Board Secretary here at Indian Cove, I have been part of a team that has aggressively pushed to improve all aspects of the camping experience. From the process of replacement of the well, to upgrades on the rental lodging, to installation of additional security cameras for property monitoring, we have made great advances.
I feel that my many experiences and knowledge have best prepared me to continue being an active and productive Board member. I look forward to continuing being your voice and representative.
Thank you.

Tony Wood
Hello fellow Cove Members. My name is Tony Wood and it would be a great privilege to serve on the Board of Directors for this special community. Since my wife and I joined the Cove, this community has become an integral part of our life. While we reside in Hampton, Virginia, the people of the Cove have become our second family. As a retiree, I visit the Cove every few weeks during the season, which has allowed me to build relationships with our fellow members and the staff. It has also afforded me the opportunity to truly experience and understand what makes this place so special. I care deeply about maintaining what we hold dear about the Cove and I am also committed to forging the path required for both the preservation and improvements necessary to keep the Cove enjoyable for our families for years to come. During my 40+ year career in Management, I developed competencies that I believe will allow me to represent you and properly manage the Cove. These competencies include: Strategic Planning & Policy Development, Financial Analysis & Budgeting, Customer Service, Contract/Business Relationship Management, Operations & Maintenance, Conflict Resolution, Marketing & Fundraising, Verbal & Written Communication (technical and non-technical).
As mentioned, I was responsible for the profitable sales, expenses, and labor of over 2.7 million in weekly sales. My communication skills enabled me to clearly set expectations to 25 to 30 store mangers with nearly 1,600 employees. These expectations included creating demand for health and operational standards. I studied business law in my 3 years in college. Several of directives were adopted within the entire company as standard practices to be followed.
Motivation is always a key to continued success. An example of this that I am very proud of was in raising money for the Children’s Hospital of the Kings Daughters during the annual fund drive. Previous leaders raised an average of $7,000 but in my first year we turned $113,000.
Outside of my professional career, I’m also an avid hunter and fisherman. I am a member of a Hunt Club in Surry, Virginia where I also serve on the Board, volunteer my time to manage the club and maintain the land.
My children and grandchildren reside in Poquoson and Richmond, Virginia and visit my wife and I here at the Cove for many family events.
