My name is Troy Manley, and I am seeking re-election to the ICR Board of Directors after proudly serving the past two years. I am a lifelong Cove member from Chester, Virginia, and have been coming to the Cove since I was 15 years old. What began as a favorite place in my teenage years has grown into a place my family and I continue to cherish today.

I attended Old Dominion University and built a 30-year career in warehousing and logistics, holding multiple leadership roles in operations management. I later spent nearly six years in the propane industry with Suburban Propane, where I helped secure the Cove’s current propane service. I now serve as Branch Manager for Industrial Battery and Charger, overseeing the sales and service of motive power equipment. I bring a strong professional background, an open and thoughtful mindset, and a practical approach to developing positive, forward-thinking ideas. My goal is to support responsible growth while preserving the values, fairness, and sense of community that make The Cove special. Throughout my career, I’ve developed strong leadership, operational, and problem-solving skills that I bring to my role on the Board.

My wife, Laura, and I have six grown sons, one very spoiled granddaughter, and an Australian Shepherd named Molly. In our free time, we enjoy RVing at the Cove, traveling with friends and family, golfing on a sunny day, smoking a good piece of meat, and cheering on the Cincinnati Reds and Bengals—sometimes more painful than others. The Cove has always been more than just a place to park an RV. For me, it’s a place to relax, connect, and enjoy the simple moments—sitting behind the camper, watching the water flow by, and listening to nothing but the breeze and the wildlife. As a Board member, my goal is to ensure the Cove remains a destination people truly want to visit and enjoy.

Having served on the Board for the past two years, I’ve gained valuable insight into the opportunities and challenges facing our community. I believe in continuous improvement, transparent communication, and collaborative decision-making. I also believe strongly in leading by example and holding myself to the same standards expected of every member by following all rules and guidelines…including rotating campsites appropriately, limiting vehicles on my site, and maintaining a clean and orderly campsite throughout the season. I truly believe in doing as I ask others to do. And, in today’s environment, social media and rumors can sometimes create misunderstandings or place Board members in an unfair light. I believe perception matters, and I take that responsibility seriously.

I am committed to preserving the spirit of the Cove as I remember it, while supporting thoughtful improvements that will allow future generations to experience it in the same way. I respectfully ask for your support so I may continue serving the Cove and its members. Thank you for your consideration, and I look forward to seeing you at the Cove.
